I was reading the Original document that speaks about the decal drop which was found by Ludwig Baer. I have an example in Kelly Hick's SS steel. Can you confirm that I interpret the document correctly because I seem to read it differently than what Hicks makes of it.

In my opinion the text reads :

The purchase bureau of the Waffen SS from 7.10.1943 declares that they agree that in the future the "high ranking badges ?" on helmets for the Waffen SS , Sicherheits polizei , Technische nothilfe and so on will no longer be applied.

It's interesting because the letter is from the Wehrmacht beschaffungsamt. Can we assume 2 such letters were written , one for the SS service and one for the Wehrmacht ?

Let me know what you think. I Always assumed the document talked about decals in general and excluded non swastika decals. Some say Hoheitsabzeichen refers to decals with swastika only. From lot nrs we see that the decal drop date seems to have affected all decals.
