The "Beschaffstelle der Waffen SS" must have received a letter from the "Wehrmachts-Beschaffungsamt" stating that the badges on the helmets should be removed.
In the letter dated October 7, 1943, the "Beschaffstelle der Waffen SS" wrote to the "Wehrmachts-Beschaffungsamt" that it agreed to the order.

In SS steel they say the Hoheitsabzeichen is the national decal (so the swastika one). So they are saying that this letter removes these decals (the Wehrmacht decals) but the SS and Police etc keep receiving theirs longer.
So a completely incorrect statement , same as Vangaerd posted from Wikipedia.

You can read this .... there was one command for the Wehrmacht, Luftwaffe and Kriegsmarine, that the helmets got no decals from October 7th, 1943. This command was also given to the police and thus all incorporated units (SS, SD, Teno, etc.).
